Manar, Turner hope to address Ward 3 drainage issues with capital bill money

Tucked into the $45 billion capital construction plan signed by Gov. JB Pritzker last summer was a $500,000 grant for infrastructure improvements in Springfield’s 3rd Ward.On Wednesday, Ward 3 Ald.
