The Springfield City Council unanimously passed an ordinance that raises fines for first time animal cruelty offenders from $1,000 to $10,000.
An additional $10,000 is added per offense if there are repeat violations.
The ordinance goes into effect immediately, and the city will distribute the ordinance in pamphlet form across the city.
