A Springfield police officer followed training and policy and used the “lowest level of force necessary” to arrest a woman on Friday according to a statement from city police on Monday.
Part of the arrest of 19-year-old Promyss Davis was recorded on video and circulated on social media over the weekend.
Springfield Police released redacted body cam and dash cam video of the incident involving officers Jacob Walter and Zane Steele.
Police said Walter stopped the vehicle registered to a person with several felony warrants.
Davis exited the car and ran when she was asked for her name and birth date. Officers arrested her after a struggle on the ground.
Davis faces charges including retail theft, forgery and insurance fraud according to court records.
Groups including the local NAACP, Black Lives Matter and the PURPLE Coalition called for a thorough review of the incident.
Springfield Police said its comprehensive review of the arrest included trainers and experts in the use of force.
The video and statement are on the Springfield Police transparency page on the city website. https://www.springfield.il.us/Departments/PoliceDepartment/PoliceDefault.aspx?UofF
