City Water, Light and Power announced on Thursday that its Energy Services Office would be opening enrollment for “Helping Homes,” its home weatherization and energy efficiency program. They noted that this special assistance program is designed to help qualifying low-income homeowners reduce their energy costs through the installation of new energy-saving retrofits in their homes.
Awarded applicants will first be scheduled for a home energy audit to determine the type and scope of retrofit for weatherization and efficiency improvements needed. These retrofits can include insulation, central air conditioner or heat pump replacement, caulking and weather-stripping, lighting upgrades, and other energy-saving measures. CWLP will then specify a scope of work for the improvements to be implemented at home at no cost to the customer. Qualified contractors approved by CWLP Energy Services will complete the work.
This program is first-come, first-served for customers owning their homes and meeting income guidelines based on the number of occupants in the home and the anticipated total household income for the upcoming 12 months. Applicants for the program must be CWLP electric customers who own and reside in the house to be weatherized. Mobile homes, apartments, and rental homes do not qualify.
Applicants must also meet HUD’s 2025 Part 5 definition of low-income guidelines. As an example, based on 2025 guidelines, a single-person household earning less than $64,250 per year may qualify.
CWLP electric customers, meeting income and all eligibility guidelines, wishing to apply should call the Helping Homes Enrollment line at 217-789-2957 on or after Tuesday, July 15 at 9 a.m. This application line is planned to close on Friday, July 18, at 9 a.m. Callers will be prompted to leave their name, address, and contact number. Applicants will be pre-screened for eligibility and awarded participation on a first-come, first-served basis.
